Agenda dispute stalls COP29 opening in Azerbaijan

The opening plenary of the 29th session of the United Nations conference of parties (COP29) has been paused due to agenda dispute between developing and developed countries.

The high-level event kicked-off on Monday in Baku, Azerbaijan, with policy makers, activists and heads of states present to chart a new course for global climate change.

The event which began on a high note, saw Sultan Al Jaber, COP28 president, hand over the leadership batton to Mukhtar Babayev, COP29 president, who is expected to lead for the next one year.

However, countries have been locked in disagreement as to what should make up the agenda under the United Arab Emirate (UAE) dialogue on the implementation of global stocktake outcomes.

The European countries want the global stocktake outcomes to be incorporated in “all relevant work programmes and constituted bodies”, while the developing nations argue that the UAE dialogue should be “solely focused on finance”.

The European Union (EU) also insisted that the dialogue should “keep track of implementation” across all stocktake issues, including mitigation, finance, and adaptation.

In 2023, countries agreed to transition away from fossil fuel and triple renewable energy capacity by 2030.

This means that countries will provide an inventory of their progress through the submission of their nationally determined contributions (NDCs).
