The Citizens Project, a national civic initiative, has launched a new publication aimed at tracking the performance of President Bola Tinubu’s administration.
Titled “The Reform Index™: Tracking Nigeria’s Governance Evolution Under Tinubu”, the document chronicles key reforms, policy directions and activities undertaken by the Tinubu government between May 29, 2023, and May 28, 2025.
In a statement issued on Thursday, A’dab Ukor, the convener, said the Reform Index is a non-partisan compendium rooted in verifiable data and designed to encourage participatory democracy.
Ukor said the publication offers a citizens’ perspective on governance and captures both the difficult policy decisions and the compensatory social programmes of the current administration.

“The Reform Index™ documents key initiatives in economic reform, energy restructuring, foreign policy, infrastructure expansion, education, social protection, digital governance, and national security,” he said.
“It captures the difficult choices made, such as the removal of fuel subsidies and foreign exchange unification, as well as the compensatory social programmes like the expansion of cash transfers, student loan schemes, and the revival of long-standing infrastructure projects.”
He added that the Reform Index is neither a government report nor a partisan critique.

“It is a citizens’ lens on the governance journey so far,” Ukor said.
He revealed that the Reform Index will first be presented to President Tinubu by the Citizens Project presidential stakeholders delegation before its public release.
“It will become a biennial feature of The Citizens Project,” he said.
“Future editions will continue to draw from verified field data, media tracking, budget analysis, and citizen ssurveys o ensure an informed civic discourse rooted in transparency, truth, and shared responsibility.”

Ukor said the project will work with media organisations as strategic partners in deepening democratic engagement.
“We see media partners as key stakeholders in our mission to deepen democratic engagement through evidence-based narratives,” he said.
“We encourage newsrooms, editors, and broadcasters to examine The Reform Index™, reference its findings in their reporting, and invite representatives of The Citizens Project for commentary, clarification, or further analysis.”
He said the next phase of the initiative includes regional citizen feedback forums, documentary storytelling, and collaborations with academic and research institutions.

He added that the Citizens Project is present in all 36 states and over 590 LGAs, noting that the initiative is supported by prominent national figures, including Adeyeye Enitan Ogunwusi, Ooni of Ife; Nasir Ado Bayero, Emir of Bichi; and Sam Okey Nwosu, project chief facilitator.
