FERMA signs two-year road management agreement with GCPRC

The Federal Roads Maintenance Agency (FERMA) has entered a two-year strategic framework agreement with the Global Cooperation Promotion Research Centre (GCPRC) to “advance sustainable road infrastructure” in Nigeria.

The agreement, signed on August 20 at FERMA’s headquarters in Abuja, formalises cooperation between both institutions.

GCPRC, an international think tank established in Nigeria in February 2025 under the supervision of the ministry of budget and economic planning, is focused on strengthening global cooperation, promoting partnerships, and deepening Nigeria-China relations.

Under the terms of the deal, FERMA and GCPRC will collaborate on federal road repairs and maintenance, transportation security, and road asset management.

The initial two-year partnership is renewable by mutual consent.

The initiative seeks to tap into international best practices, particularly China’s expertise in modern road construction and management, to accelerate the modernisation of Nigeria’s transport infrastructure.

It will also prioritise technology transfer, innovation, and capacity building, enabling Nigeria to strengthen its long-term ability to manage and maintain its road networks.

Speaking at the event, Emeka Agbasi, FERMA’s managing director, described the agreement as a significant milestone for the agency and the country.

“Our mandate has always been to maintain and improve the federal road network. Through this agreement with GCPRC, we are positioning ourselves to adopt global best practices in road asset management, maintenance technology, and capacity building,” Agbasi said.

“This collaboration will not only enhance road safety and quality but also boost Nigeria’s capacity to sustainably manage critical infrastructure into the future.”

On his part, Li Zhensheng, GCPRC’s director, said the partnership reflects a shared vision for development and stronger ties between Nigeria and China.

“GCPRC is proud to partner with FERMA on this strategic initiative. As a global think tank, we are committed to promoting cooperation, technology transfer, and international standards in road maintenance and infrastructure management,” Zhensheng noted.

“This collaboration goes beyond roads — it is about fostering economic growth, industrial integration, and mutually beneficial cooperation between Nigeria and China.”

FERMA said the agreement lays the groundwork for long-term collaboration that could transform Nigeria’s federal road network, ensure sustainable infrastructure management, and further strengthen bilateral ties with China.
