Mohammed Tahir Monguno, chief whip of the 10th senate, says Borno can only rise above the scars of insurgency through education and opportunity.
The senator made the remark in Maiduguri at the launch of the M.T. Monguno Foreign Scholarship Scheme, which awarded 11 graduates from Borno north full scholarships to pursue master’s degree programmes in India.
The initiative is the first legislature-facilitated international scholarship package in the state’s history.
“This initiative is a deliberate effort to empower our brightest youths with the tools to compete globally and return home to rebuild our communities,” the senator said.

The scheme, reportedly worth hundreds of millions of naira, will cover tuition, accommodation, living expenses, laptops, academic materials, visa and travel costs.
According to the statement, each candidate holds at least a second-class upper degree in science, technology, engineering or mathematics, and passed an aptitude test conducted by an independent committee.
The programme will run for two years, with the first dedicated to coursework and the second to research.

Monguno said the intervention aligns with the Borno governor’s education-driven recovery agenda.
He also pledged to sustain the programme annually, describing it as an investment in human capital that would yield long-term benefits for the state and the country.
