Agencies remitted N2.34 trillion into Nigeria’s federation account in November 2025, according to data from the office of the accountant-general of the federation (OAGF).

In a federation account allocation committee (FAAC) document for the group’s December meeting, the revenue declined by N591.22 billion from N2.93 trillion in October.

The decline, the report showed, was attributable to a slowdown in five key revenue streams.

According to the report, revenue from the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) dropped to N660.04 billion in November — down from N873.1 billion in the prior month.

Also, non-oil revenue remitted by the Federal Inland Revenue Service (FIRS) declined to N337.22 billion in November, from N591.15 billion, while collections from the Nigeria Customs Service (NCS) dropped to N287.17 billion from N370.28 billion.

Value-added tax (VAT) receipts also declined to N563.04 billion in November from N719.82 billion, while proceeds from the electronic money transfer levy (EMTL) fell to N43.4 billion from N49.86 billion.

However, NNPC recorded an increase in revenue, rising to N44.92 billion in November — down from N14.72 billion in October.

Similarly, oil revenue collected by the Federal Inland Revenue Service (FIRS) increased to N407.57 billion in November — from N315.64 billion in the previous month.

Of the revenue, N49.76 billion was transferred to the “Midstream and Downstream Gas Infrastructure Fund (MDGIF) gas flared penalty” in the reviewed month.

As a result, net revenue available to the federation fell to N2.29 trillion in November, compared with N2.87 trillion in October — representing a month-on-month drop of N581.56 billion.

Despite the weaker revenue performance, total deductions from the federation account were lower in November, falling to N365.1 billion — from N780.45 billion in October.

The decrease was largely driven by savings from the federation account, which fell to N200 billion in November — from N300 billion in October.

Similarly, the cost of revenue collection by key agencies — including the FIRS, NCS, and the NUPRC — dropped to N84.25 billion in November, compared with N115.27 billion in October, representing a N31.02 billion decrease.

Also, transfer to North-East Development Commission (NEDC) dropped to N16.21 billion — from N20.73 billion.

Furthermore, 13 percent derivation refund on subsidy, priority projects and police trust fund (1999 to 2021, 46/60 instalments) remained unchanged at N18.16 billion in November.

Additionally, deductions for 13 percent derivation in respect of NNPC management fee and frontier exploration fund (August 2025) dropped to N2.87 billion in the reviewed month — from N21.47 billion in October.

However, 0.5 percent share of the federation’s non-oil revenue, gotten by Revenue Mobilisation Allocation and Fiscal Commission (RMAFC), rose to N6.15 billion in November — from N4.8 billion

A sum of N37.45 billion was also deducted as arrears (January to November 2025) of RMAFC’s 0.5 percent of federation non-oil revenue.

Therefore, the amount available to be shared among the three tiers of government dropped to N1.92 trillion in November 2025 — from N2.09 trillion in October.
