The Parliamentary Staff Association of Nigeria (PASAN) has issued a nationwide strike notice over delay in implementing financial autonomy for state assemblies.
The union said the indefinite industrial action will commence after its 21-day ultimatum to state governments, issued on October 24, expires on Friday (today).
PASAN accused state governments of refusing to implement the consolidated legislative salary structure (CONLESS), noting that full financial autonomy for state legislatures is guaranteed under section 121(3) of the constitution (fifth alteration).
In a memo dated November 12, PASAN directed all state chapters to “immediately” mobilise their members for the industrial action.

“This action is to ensure full enforcement of the national executive committee (NEC) resolution and to press home our demand for the implementation of CONLESS without further delay,” the memo reads.
“While we continue to pursue our legitimate demands, all members are enjoined to remain resolute, law-abiding, and united in the struggle for justice and improved welfare.
“We can no longer continue under unfair and discriminatory treatment and institutional disregard for the legislative workforce.”

The union notified the Conference of Speakers of State Legislatures of Nigeria (CSSLN) and the Nigeria Governors’ Forum of the industrial action.
