The Federal Government of Nigeria has received support from the African Development Bank (AfDB), Agence Française de Développement (AFD) and the Islamic Development Bank (IsDB) towards the implementation of the Investment in Digital and Creative Enterprises (iDICE) Programme and intends to apply part of the agreed amount to finance payments under the contract for a Monitoring and Evaluation Specialist.

The services included under this programme include providing implementation leadership for results monitoring and evaluation of iDICE across all its three components, including Enterprise and Skills Development, Expanding Access to finance, and Enabling Environment and Institutional Support, while ensuring nationwide reach. The responsibilities of the Monitoring and Evaluation Specialist will include but not be limited to:

  1. Overall M&E Strategy and System Development
  • Guide the design, development, and implementation of the Program’s M&E system aligned with the Results Framework and objectives.
  • Develop and regularly update the M&E framework, including performance indicators, data collection methods, and reporting templates.
  • Ensure compliance with contractual clauses and donor requirements related to M&E.
  1. Data Collection, Management, and Quality Assurance
  • Establish mechanisms for consistent, reliability, and timely data collection, collation, and verification across all Program components.
  • Develop and maintain a centralized M&E database to facilitate data storage, analysis, and reporting.
  • Ensure quality control of data inputs, including field-testing of survey instruments and validation techniques.
  1. Monitoring Project Implementation and Progress
  • Track progress against the project’s outputs, outcomes, and impact indicators.
  • Conduct regular field visits and coordinate with implementing partners to monitor activities and identify bottlenecks.
  • Analyze variances from planned targets and recommend corrective actions to keep the project on track.
  1. Evaluation and Reporting
  • Lead or coordinate mid-term, final, and other evaluations, including developing TORs for external evaluators.
  • Produce timely and comprehensive M&E reports (monthly, quarterly, bi-annual, annual) for Program management and stakeholders.
  • Support evidence-based decision-making by providing analysis and feedback on Program performance.
  1. Capacity Building and Technical Support
  • Provide training and mentoring to Program staff and implementing agencies/partners to strengthen M&E capacity and understanding.
  • Offer technical assistance on M&E methodologies, tools, and best practices.
  • Facilitate knowledge sharing and learning to improve project implementation and outcomes.
  1. Coordination and Communication
  • Coordinate M&E activities with internal PCU staff, implementing partners, and external stakeholders.
  • Ensure timely submission of data and reports from all Program actors.
  • Participate in Program planning, review meetings, and workshops to align M&E with Program goals.
  1. Risk Management and Adaptation
  • Develop and support risk management frameworks related to M&E activities.
  • Adapt M&E plans and tools as necessary based on project progress and contextual changes.

 

The Bank of Industry now invites eligible Individual Consultants to indicate their interest in providing these services. Interested consultants must provide a concise Curriculum Vitae (CV) and any additional documents that may be stated as required with the following information indicating that they are qualified to perform the services:

 

Minimum Required Qualification:

  • A University degree.
  • A minimum of 5 years’ work experience.
  • A minimum of 3 years’ experience at an associate level with a development partner institution, with proven skills in management and coordination.
  • Experience managing, designing, and coordinating program/project monitoring and evaluation activities and communication with delivery partners and program donor(s).
  • Excellent problem solving and analytical thinking skills.
  • Excellent negotiation and communication skills.

 

Eligibility criteria: The establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations (October 2015)“, which is available on the Bank’s website at http://www.afdb.org. Only the experience and qualifications of individuals shall be used in the selection process.
