Buhari rejects two n’assembly bills — 8th this year

President Muhammadu Buhari has rejected two bills which the national assembly transmitted to him for assent.

The bills are the Chartered Institute of Training and Development of Nigeria bill, and the Nigerian Aeronautic Research Rescue bill.

Buhari announced his decision to decline assent to the bills via a letter read during house of representatives plenary on Tuesday by Yakubu Dogara, the speaker.

He cited discrepancies with global best practices and duplication of duties of existing government agencies for reasons for rejecting the bills.

For the Chartered Institute of Training and Development of Nigeria bill, the president expressed concern that “the institute does not possess the capacity of the requirements that might be imposed on it if the bill is assented to.”

He also said he did not assent the Nigerian Aeronautic Research Rescue bill because some of its provisions are duplication of the roles of the National Emergency Management Agency (NEMA) and similar agencies.

He added that there were numerous discrepancies in the bill that would limit its performance and make it not to be in tandem global best practices in the aviation industry.

The two bills brings to eight the total number of bills so far rejected by the president in 2019

Previous bills rejected by the president this year are:

  • Maritime Security Operations Coordinating Board (Amendment) Bill, 2019
  • Revenue Mobilization Allocation and Fiscal Commission (Amendment) Bill, 2018.
  • Bankruptcy and Insolvency Bill, 2018
  • Federal Polytechnic (Amendment) Bill, 2018
  • The Energy Commission (Amendment) Bill
  • National Oil Spill Detection and Response Agency Act (Amendment) Bill
