Newspaper Headlines: President-elect Tinubu to receive certificate of return today

The Nation reports that Bola Tinubu, presidential candidate of the All Progressives Congress (APC), has been declared the president-elect by the Independent National Electoral Commission (INEC) after securing the highest votes in Saturday’s presidential election.
The Punch reports that the federal government has criticised former President Olusegun Obasanjo over his comment that elections should be rescheduled in places marred by irregularities.
